Is this the same as the TikTok comment template?

No. This one shows a private conversation between two accounts. The TikTok comment template shows a public comment with likes and replies, which suits reply-to-comment videos.

Can I turn it into a video?

Yes. Press Preview to watch the messages appear one by one, then Record to save the conversation as an MP4. On the web, recording works in desktop Chrome or Edge; on a phone, use the Mimicly iPhone app. Use image export when you only need a still frame.
